As drone-first responder programs continue to gain traction across U.S. public safety agencies, Wrap Technologies (NASDAQ: WRAP) is looking to expand how those systems are used in the field. The Miami-based company has introduced DFR-X (Drone First Responder – X), a new drone-mounted payload system that allows operators to remotely intervene in unfolding incidents using non-lethal force.

The platform builds on Wrap’s established BolaWrap restraint device, a hand-held tool already used by more than 1,000 law enforcement agencies worldwide to safely detain resistant individuals without pain or injury. The company says DFR-X applies the same tether-based technology to the air, giving trained drone pilots the ability to de-escalate situations from a safe distance.

At the core of the system is the MERLIN-Interdictor, a six-cartridge payload designed to integrate with multiple drone platforms already in use by departments. The payload allows officers to deploy tether wraps from above, creating new tactical options for crowd management, suspect containment, or crisis response without direct physical engagement. Wrap has completed multiple test phases at its Virginia facility and expects to open pre-orders for the payload on November 17, 2025.

“The MERLIN-Interdictor represents a major step forward in how drones can support public safety operations,” said Braden Frame, Wrap’s Chief Commercial Officer. “By extending our BolaWrap platform into the air, we’re enabling agencies to move from simply observing incidents to safely intervening before situations escalate.”

Extending the BolaWrap Platform

For Wrap, DFR-X represents an evolution of its core BolaWrap technology, adapting a proven ground-based tool into a new aerial application. By integrating tether and cartridge systems into drone payloads, the company aims to give agencies options for remote intervention that are consistent with their existing non-lethal training and policies.

The platform’s modular design also allows departments to leverage existing drone hardware while adding the MERLIN-Interdictor, reducing the need for entirely new systems. According to Wrap, this approach provides agencies with flexibility in deployment, whether for routine patrol support, tactical operations, or school safety programs, while maintaining familiar operational procedures.

With DFR-X, Wrap is positioning drones as more than just eyes in the sky; they could soon become active partners in safer, faster, and more controlled incident response, extending the reach of non-lethal public safety tools into the air.
